National Chiayi University has comprehensively integrated Information and Communication Technology (ICT) into its waste management framework at both policy and technical levels, covering the full cycle of planning, implementation, monitoring, evaluation, and revision. The system continuously collects, analyzes, and applies data to enhance operational efficiency and environmental performance.
The detailed implementation is described as follows:
1. Smart Waste and Recycling Management
The university has installed smart recycling machines across its campuses, allowing users to deposit recyclable materials through an automated recognition system linked to the “Carbon Bamboo Partridge” mobile app. The backend management platform records the total amount, frequency, and types of recycled materials in real time, providing data for evidence-based planning and policy refinement. The Environmental Protection and Safety Management Center regularly reviews these data to adjust recycling strategies and encourage wider student and staff participation.
2. Smart Wastewater Monitoring System
All livestock sewage treatment facilities and major drainage systems are equipped with smart water meters and sensors for real-time data collection and automatic monitoring. This ICT-based system measures discharge flow, COD, and BOD values, instantly reporting any anomalies to the Environmental Protection and Safety Management Center for prompt corrective actions. Quarterly inspections and digital audits ensure compliance with national wastewater discharge regulations and maintain operational safety.
3. Continuous Evaluation and Improvement
Data collected from both solid and liquid waste management systems are integrated into an internal ICT dashboard for trend analysis, forecasting, and annual sustainability reporting. The ICT framework enables
the university to evaluate performance outcomes, update management strategies, and promote continuous improvement in campus sustainability through data-driven decision-making.

Through ICT-based data collection, analytics, and real-time management, National Chiayi University has established a closed-loop waste management system that is fully implemented, evaluated, and continuously revised, demonstrating continuous improvement through advanced ICT applications and aligning with SDG 6 (Clean Water and Sanitation), SDG 9 (Industry, Innovation and Infrastructure), SDG 11 (Sustainable Cities and Communities), and SDG 12 (Responsible Consumption and Production)
